The Science Office for Mission Assessments (SOMA) at NASA Langley Research Center (LaRC)
supports the Science Mission Directorate (SMD) at NASA Headquarters in the acquisition of Earth and space science missions and instruments through the development of Announcement of Opportunity (AO) solicitations and the Technical, Management, and Cost (TMC) evaluations of proposals received in response to the AO solicitations and Phase A concept studies. In addition, the SOMA leads special studies, independent assessments, and reviews for SMD.

Lessons Learned from Technical, Management, and Cost Review of Proposals
NASA's selection of new science missions via competitive solicitation utilizes a rigorous two-step evaluation process that aims to produce the richest science return within a predefined cost cap. To encourage submission of the highest quality proposals and concept study reports, NASA maintains an ongoing effort to identify lessons learned from the two-step process.
